Procurement Manager
Samara Lombok · Construction · Bali · Onsite
Role Overview
As our Procurement Manager for Construction, you will be the operational spine that keeps materials, equipment, and supplies moving across island borders, unreliable shipping lanes, and a supplier ecosystem that does not behave like the mainland. Based in Bali, you will source and negotiate across Indonesia while orchestrating delivery timelines that account for Lombok's realities — ferry delays, import bottlenecks, and vendors who have never heard of a lead time. This is not a desk job for someone who waits for purchase orders to process themselves; this is a frontline role for someone who builds supply chains out of nothing and holds them together with relationships, hustle, and discipline.
Key Responsibilities
- Own the full procurement cycle for construction materials, plant, and equipment — from vendor identification and RFQ through negotiation, PO issuance, delivery tracking, and goods receipt verification across Lombok and Bali project sites.
- Build and maintain a robust, pre-qualified vendor and supplier database across key construction categories (structural, MEP, finishing, landscaping, FF&E), with a deliberate focus on suppliers capable of reliably delivering to Lombok.
- Negotiate pricing, payment terms, and delivery commitments with suppliers, always accounting for island logistics variables — cross-strait shipping, inter-island freight costs, customs clearance, and last-mile access to remote site locations.
- Collaborate daily with the Construction Project Manager and Site Supervisors to anticipate material requirements 4–8 weeks ahead, preventing delays caused by late procurement in a low-redundancy supply environment.
- Develop and enforce procurement SOPs that align with international standards — maintaining full audit trails, three-quote discipline, approval workflows, and budget compliance without exception.
- Monitor market pricing and identify cost-saving opportunities through bulk purchasing, local sourcing substitutions, or strategic supplier partnerships, without compromising Samara's quality and brand standards.
- Manage import logistics for specialist materials and equipment not available locally — coordinating with freight forwarders, customs agents, and logistics partners to ensure timely clearance and on-site delivery.
- Track and report procurement spend against project budgets in real time, flagging variances early and providing procurement cost forecasts to the Finance and Construction leadership teams.
- Resolve supplier disputes, delivery failures, and quality non-conformances swiftly and professionally — maintaining strong vendor relationships while holding partners accountable to contractual commitments.
- Identify and onboard alternative or backup suppliers for critical material categories to reduce single-source dependency and build supply chain resilience appropriate for an island operating environment.
Requirements
- Minimum 5 years of procurement experience in a construction, infrastructure, or project-based environment — not retail, FMCG, or generalist procurement.
- Demonstrated experience managing procurement logistics to remote, island, or infrastructure-limited locations in Indonesia — Lombok, Nusa Tenggara, Maluku, Papua, or equivalent environments strongly preferred.
- Proven track record of supplier negotiation with measurable cost and lead-time outcomes in complex or constrained supply markets.
- Strong command of procurement documentation — POs, contracts, delivery schedules, goods receipt notes, and budget tracking — with zero tolerance for informal or undocumented purchasing.
- Fluency in Bahasa Indonesia is mandatory; professional working proficiency in English is required for reporting and stakeholder communication.
- Demonstrable ability to operate proactively in environments where systems, suppliers, and infrastructure are imperfect — you solve problems before they become delays, not after.
