Master Planning Manager
Samara Lombok · Operations · Lombok · Onsite
Role Overview
Samara is building a world-class residential and hospitality estate on the island of Lombok — a frontier development environment where island logistics, evolving infrastructure, and the complexity of Indonesian land law sit alongside an uncompromising commitment to international luxury standards. The Master Planning Manager is the custodian and guardian of the approved Samara Global Masterplan, responsible for protecting its integrity as the estate moves from broad vision into live, detailed delivery. This is not a masterplan creation role — it is a masterplan governance role, requiring someone who can hold the planning line with authority, clarity, and discipline as villas, infrastructure, estate facilities, and business decisions press against the approved framework from every direction. The right candidate thrives in a fast-moving, cross-functional environment where clear planning control is the difference between a coherent world-class estate and one that quietly loses its integrity decision by decision.
Key Responsibilities
- Act as the single custodian of the approved Samara Global Masterplan — maintaining controlled CAD files, PDF issue sets, plot schedules, revision history, and a formal Global Masterplan Change Register that captures every approved amendment with rationale, approval references, and decision dates.
- Review all proposed amendments to land use, plot layouts, road alignments, utility corridors, infrastructure interfaces, public spaces, and estate facilities — assessing impact on neighbouring plots, access, views, topography, drainage, commercial commitments, and future development stages before any change proceeds.
- Review concept designs and site layout submissions from internal teams and external architects for compliance with the approved masterplan and Estate Design Guidelines — providing clear, structured planning assessments and early identification of conflicts to reduce costly redesign in later project stages.
- Maintain a full, accurate, and up-to-date plot and land planning database as the central source of truth for all approved masterplan information — coordinating closely with Legal on land certificates, survey data, plot boundaries, and spatial records, and ensuring masterplan data, legal records, and sales information remain consistently aligned across the estate.
- Prepare plot data packages, planning assessments, and supporting documentation for Legal, Sales, due diligence requests, investor enquiries, and management review — ensuring Samara presents accurate and controlled planning information in every commercial and legal context.
- Operate as the cross-departmental planning coordination point between Design, Operations, Infrastructure, Legal, Project Management, Landscape, Sales, and external consultants — assessing planning implications of business initiatives, client requests, and operational requirements before implementation and facilitating structured cross-functional reviews to resolve conflicts early.
- Provide planning input and oversight for estate facilities, common areas, roads, pedestrian links, utility corridors, drainage interfaces, and public realm areas — maintaining site-wide planning consistency and ensuring infrastructure and operational proposals do not compromise long-term estate integrity, client commitments, or future development opportunities.
- Escalate promptly and clearly any conflict between the approved Global Masterplan and site realities, client commitments, infrastructure requirements, or legal records — presenting structured options and recommended next steps to the Group Head Architect, Operations, and Management for resolution.
- Maintain rigorous document control across all planning records, CAD files, GIS or spatial data, surveys, plot schedules, and revision history — issuing a formal monthly controlled masterplan update to all relevant stakeholders and ensuring all documentation is properly archived and distributed in accordance with company procedures.
- Identify and recommend improvements to masterplan governance processes, planning records management, coordination workflows, and estate planning controls — recognising that on an island development with evolving systems and infrastructure, planning discipline must be built and actively maintained, not assumed.
Requirements
- Degree or diploma in Architecture, Urban and Regional Planning, Urban Design, Landscape Architecture, Civil or Site Planning, or a directly related discipline.
- Minimum 5 to 8 years of relevant experience in masterplan governance, estate planning, architecture, urban planning, landscape or site planning, or large-scale property development.
- Demonstrated experience maintaining, controlling, and coordinating complex planning information across multi-disciplinary teams including architects, engineers, surveyors, legal, land, infrastructure, and project delivery teams.
- Strong AutoCAD capability with the ability to manage, maintain, and issue clean, accurate, multi-layered planning drawings and controlled document sets.
- Proven ability to read and interpret surveys, land maps, plot boundary plans, topographic levels, access plans, infrastructure layouts, and architectural site plans with full professional confidence.
- A track record of operating in a planning governance or planning control function — not solely a design or concept creation role — with demonstrated ownership of documentation integrity and version control discipline.
- Resilience and genuine comfort operating in a frontier or remote development environment where infrastructure is still developing, supply chains are unreliable, and institutional systems must be built alongside the work itself — candidates who require fully established corporate structures to function effectively will not thrive in this role.
Nice to Have
- Experience working on resort, mixed-use residential estate, or large-scale masterplanned land development projects in Southeast Asia or comparable island and frontier markets.
- Knowledge of Indonesian land law, zoning frameworks, spatial planning regulations, and permitting processes — or a demonstrable track record of rapidly navigating unfamiliar regulatory environments.
- Working knowledge of GIS platforms, spatial data management, and land boundary information in a development context.
- Familiarity with SketchUp, Revit, Civil 3D, or Adobe Creative Suite as supplementary tools for planning communication and presentation.
- Experience preparing plot data packages, planning assessments, or due diligence documentation for legal, investor, or commercial audiences.
- Exposure to luxury residential estate or branded hospitality development where design integrity, client commitments, and long-term estate value are primary planning considerations.
- Bahasa Indonesia language skills are an advantage in navigating local regulatory, land, and consultant relationships.
